Senior/Low Income Assistance Programs

The following are some programs that may assist qualifying residents: 

Village of Western Springs 

Discount Water/Sewer Rate: The Village offers a senior discounted water/sewer rate of $9 per thousand gallons to residents who are age 65 and older and meet an income level requirement. Please view the Senior Water/Sewer Discount for instructions and application. The application may be mailed to Village of Western Springs, Finance Department, 740 Hillgrove Avenue, Western Springs, IL 60558 or dropped off at the Village Hall.

Community and Economic Developent Associaion of Cook County (CEDA)

CEDA offers a number of services to qualifying families and individuals in need

Cook County Assessor's Office Senior Citizen Assessment Freeze:

Senior homeowners are eligible for this exemption if they are over 65 years of age and have a total household annual income of $65,000 or less. A "Senior Freeze" Exemption provides property tax savings by freezing the equalized assessed value (EAV) of an eligible property. This does not automatically freeze the amount of their tax bill, only the EAV remains at the fixed amount. Tax rates may change and thus alter a tax bill. The automatic renewal of this exemption due to COVID-19 has ended. Applicants must apply annually. Learn more at:

Illinois Low Income Home Energy Assistance Program (LIHEAP) Expansion: 

Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) are encouraging additional income-eligible families to apply for the Low Income Home Energy Assistance Program (LIHEAP) to support with utility bill assistance for natural gas, propane, and electricity. Applications expanded today, November 1, 2023, to include income-eligible households that are disconnected or facing imminent disconnection. Learn more about the program here
